This doesn't look like anything I have seen nor do I think it matches identified varieties, therefore I would lean towards fairly strong MD on the date. Do you see doubling on any other letters on the obverse, for instance in IGWT?

"MD" = Machine Doubling, a common feature caused by die movement during the striking process. It can look fairly dramatic but is not considered an error or variety and usually carries no premium value.

Your coin provides a decent illustration of Machine Doubling.
