The color difference and the reverse is this mint error or pm error

It's damage ( PSD). It has environmental damage that caused it to tone differently and has some substance like tinfoil or solder on the reverse.

As E&V said, it's just Post Mint Damage. This couldn't have happened at the mint.

It does look like solder with heat damage around the metal that was melted onto the coin.
