Looks like some kind of strike through error. From the remnant of the last digit, it must be a 1965.

looks like a 1969 with a very nice struck through. what it was, who knows, but it sure left its mark behind.

Hello and thank you to everyone for them replies and just swinging through, on the note of the coin though, does anyone think I should get it graded or should I leave it raw?

I do not believe its value is high enough to cover the grading costs. To confirm, you will need to find prices on previously sold examples.

To anyone still checking up on this, after getting ahold of Mr.Wexler who recommended me to Mike Diamond. Mr. Diamond informed me I was right about assuming it was a 1965 and that the cent was indented by an unstruck planchet.
