Cool steve, where did that come from as it says series 1934 and doesn't have the federal reserve banks like the 1928 but as to the color yes I imagine that would be in line with what would have been or these 1928 $1 blue seals https://oldcurrencyvalues.com/1928_...one_dollars/

If it was only colored on the seal and not the back perhaps sometimes its some type of error as when its in other places like on the reverse also seems to be most likely some chemical/environmental change.
