How rare is this 100.00 Note I'm interested in buying it but the guy asking a lot of money for it before I make an offer I like to get people opinions on this I've never seen one and I've googled it and nothing come up and help greatly appreciate

Front pic please. There is no such thing as a Series 1928 $100 Blue Seal note. Green seal, yes. Blue seal, no.

"Blue Seal, Blue Back"? Sounds as though some chemical has altered the tint of the green ink. Probably unintentional, as nobody would bleach a hundred-dollar bill! Of course it could be a counterfeit made with improper ink that has aged badly.

I doubt that this is the result of a deliberate attempt at making a bogus rarity to sell to collectors. Such things are of course known.

I agree with coinfrog and publius, here is some basic info on the 1928 $100 note with green seal. We can lookup further info in paper money of the united states but it appears to just be some form of chemical alteration after printing.

As others have mentioned, the BEP never got around to printing a small-size $100 Silver Certificate with a blue seal. I have this image of potentially what it may have looked like.
