It looks like a damaged, pinched cut edge, not a clipped! another damaged area is evident by A of america.

Greetings, well that's a cool find indeed, could you shoot a pic of the edge of the clip?
This would fall into a Straight-edge clip" if is in fact not PMD.
I believe strongly that it is a Straight-edge clip planchet, but lets wait for others to chime in.

@NY Thanks for the edge pic, these can be tougher calls when so minor and Straight Edge type, please if you haven't, read all in that article I linked, of course E Ref is a main source to chill with a cup of java and put in an hour of going down the Rabbit Hole of information.

When they get this small, it's hard to tell a circular clip from a straight clip. Either way it's still a clip. The other area 180 out is the Blakesley effect.
