Interesting token, from the crossed hammers it looks like some type of mining token.

Crossed hammers could be Norway..

The crossed hammers also appear on coins of Norway, but I don't think Joseph II was a ruler.
Would Joseph II refer to the Hapsburg/Holy Roman Emperor (1765-90)? I see two numbers on the reverse: 1764 and 1054.

Hmm...that would explain the hammers. Here's a rough translation:

Medal on the visit of Hungarian mines by Joseph II with Archduke Leopold 1764.
Coined by Anton Franz Widermann.

Joseph II was Holy Roman Emporer until 1790 and I believe it was Leopold that succeeded him.
