Silver Maples are known to have milk spots sometimes. But in 2018 the Royal Canadian Mint started using what they call Mint Shield process to reduce milk spots. It seems to be working. If you use your internet browser search line or YouTube search line you'll find out lots of info about milk spots on silver bullion. Some don't mind them, others do. Maples seem to spot a lot worse than Eagles until the mint shield was added The worse years for the US Mint was when bullion production took off, the same years that they cancelled the proof and Uncirculated, 2009-10 and even a few years after that. Planchet quality issues.
