Don't know what caused this after hours of research. I'm sure the answer was staring me in the face more than once. Thank goodness for this forum! Strange "mustache" shape incuse on reverse. Thanks in advance!! Sorry about picture quality. I will try to get better pics of the full obverse and reverse and update this asap.

It's been damaged. PSD. Most likely a hit from a reeded edge of a coin, most likely from a Dime. They are called Reed Marks.

Pictures are very good in their present form.

Any time you can use the words "incuse" and "strange" to describe something on a coin, your first thought should be that it is damage.

I agree with Reed Marks from another coin.Don't know if it is PSD or PMD but either way it is damaged.

In this case, die damage in relief, not coin damage.
An interesting minor variety.

The incuse above the 'S' is a small scratch.

John 1: on review, it appears that other opinions are correct.
I was looking at the last pic only, where is a raised dot between the S and the 's' and the 'u', which happens to be a normal design feature.
I agree: damaged coin.
