Roosevelt dime slightly rotated mint mark can these coins even have rpm's? Or is this some form of Machine Doubling

Greetings, there is no listed DDO for this year and mint on VV.

Looking at the photos this is a MD condition as can be seen especial on the Date and Mint mark, the mint mark also took a hit
and is damaged PMD.

Still not sure I have a few with that type of doubling I was wondering though wouldn't the rest of the design be like that as well. It seems isolated to the lower areas of the coin not really evident anywhere else.

I agree with Dutch-Tigger. Your coin is showing Machine Doubling. Also, it's impossible to have RPM's happen on newer coinage. The U.S Mint stopped punching in the mint mark by hand on the dies in 1990. The last year that the U.S Mint punched the mint mark by hand on the dies was 1989.

Machine Doubling does not have to affect all of the coins devices, it can be in a localized area or all the devices surrounding the coins edge. here is the many explanations of the various types and conditions they create.

It looks like the d is rotated a little I don't think it would work out like that. Also, the in god we trust and the date aren't PMD atleast it doesn't look like that it looks worn off around that area of the rim. Can't be from circulation it's in mint state and shows no contact really. Maybe a different kind of damage it seems mostly isolated in that bottom half of the coin could it do that when it's ejected

As I and the other two have pointed out this is not due to an imperfection
on the Die its self like Hub Doubling etc or PMD, just an inconsistent event that occurs during the minting process. Here is another article on Machine Doubling/Push Doubling: Ignore the wording in the link, just read 1st section of this page
