To me, it does not appear to be a proof but rather a regular business strike.

It's hard to capture a photo that shows the shine on it. I've got plenty of wheat cents from brilliantly uncirculated to worn brown. I've got proof coins too. And none of anything I have looks like this one. Which is why I am reaching out of course. I'll try to take a better picture. Maybe a side by side would help show difference too

No that is not a matte proof, but rather a highly polished business strike. The 'lumpy' fields and rounded rims are a give-a-way for it not being a proof.
