Welcome, and it does look like a lamination.

(Here's related FWIW- Monday, I received my new issue of Errorscope magazine and there is an interesting article on cent planchets from 1911. It seems they were provided by an outside vendor since the mint facilities were down and out in 1911. The article is about bits of different colored metal (tin) showing up on some cents during the 1910's and comparing the percentages of tin by XRF and how it affected the visual appearance.)
