1989-P Dime, Reverse Has Clad Issues

Came across this yesterday, tried to find references in mike diamond error ref, but to no avail I was unsuccessful. So I am hoping others may have seen something like this in the past or know what causes it. To me it is not acid related. I am going to guess it may be possibly be related to how the cladding is cold rolled with possible impurities between layers or annealing process. anyway hoping from an explanation

Perhaps acid, but definitely damaged after leaving the mint.

Might be something on the dime. Soak it in acetone.
