I have a dollar bill with black smudges to the left and right of the signature. The date is partially covered so you can't read the exact year. I think the smudges may have occurred when they stamped the signature onto the bill.

There are four smudges that are in mirror positions. It seems that some staining agent made its way onto the bill then it was folded in half.

Good eyes to be looking for things like that. In this case I'm going to be in the Hondo agreement camp that this happened in circulation. There are both ink smear and solvent smear errors as well as others so sometimes you might come across one of them.

It seems like someone tried to cover the signature of the Secretary of the Treasury and then folded the bill. Is it possible the bill was intended for destruction but wasn't destroyed for some reason?

Never mind. I tried wiping it with my finger and found that it was just gum.
