It was heated to the point that the clad layers became soft. The layers separated from the copper core and bubbled slightly. When it cooled the metal was left with the lumpy surfaces you see on your Roosevelt dime.

It could have been any type of fire, but these are sometimes called 'Campfire Coins.' Post Mint Damage or PMD.
