It's not a Die Clash. That's glue or epoxy on the coin. Another coin used to be stuck on it. Try soaking it in 100% pure Acetone. It should come off.

Try soaking it in acetone. Looks like glue residue from another coin being stuck to it.

Agreed it appears to be glue residue and another coin was pressed into the fresh glue until it dried and then they were separated.
