Steve, grading and liquidation are way outside my wheelhouse.

The guy I would ask is Jon Sullivan, who literally wrote the PCGS article on missing-clad coins, and who just took the time to verify what you've got. He was also kind enough to answer my initial questions via email yesterday. He runs a mint error specialty business:
