The obverse looks like a possible error. It could be a lamination or a strike through.

If it is an error, the value of the coin may fall short of the cost of grading, but having it certified should answer the question of the error. It's really up to you.

Posted photos appear to be very soft--perhaps enlargements of low resolution jpeg images. Obverse looks interesting, but need improved photos.

Possibly an obverse lamination - but minimal numismatic value and definitely not worthy of paying the TPG grading fees.
