@razz, yes I think you have found a coin struck from a slightly mis-aligned die. For whatever reason, this seems to be pretty commonplace on dimes of this era. Keep this example until you get a better one as the cost of ownership is low. Generally, we tell folks that until the dies were so mis-aligned that the letters start to fall of the edge of the coin, there is no additional numismatic value.

On dimes - the coin is so small that getting a perfect alignment is very difficult - this is why MAD strikes are far more common than perfectly centered ones.
