1966-P Lincoln Memorial Pre-Cud? Die Crack?

I found this 1966-P cent in a roll recently and it looks like a die crack across the obverse top IGWT from the N in IN to the E in WE. I looked this up on cuds-on-coins.com but didn't find anything.

There also appears to be some sort of crack or lamination issue running diagonally across Lincoln's head through his ear. It goes all the way to the left side of the coin and possibly all the way to the right as well but it's hard to tell.

Would the first crack be considered a pre-cud? What do you think is going on with the area across his head?
