Hard to say, the pic quality is a bit low. But from what I see, a planchet fault? If it is, it's a goodie.

I can't tell if they're just stains, or if it's glue, or if it's some kind of planchet damage like delamination.

I wouldn't have thought a planchet flaw would extend up into the rim like that.
