This has been standard packaging for many years. The Mint has never treated the modern "miniature" bronze medals with anything but "economy" service - at least for the decades that I have been buying them.

The 2.5 oz medals for example come in nice packaging, heres a video below of a typical unboxing as its usually not shown on the forums. These are the limited mintage where condition is key to value for those interested also in that side also. On a $20 medal its unlimited mintage and is more intended for the casual collector who likes the designs I mentioned but may have little thought to the value for the most part. Packaged well enough but nothing special as you get with your ASEs and such. Proof sets come in packaging, while circulation coins come in rolls and bags even when some may hold value in top pop condition. The liberty medal also at ASE pricing comes in packaging at higher cost.

Well my Bronze US Navy Medal arrived today. In a tiny cello package, wrapped in bubble wrap then boxed up - and it STILL arrived unscathed, unmarked, and undamaged.

and a tiny Rim Fin on the bottom on both sides.
