Looks to be a linear plating bubble.

Press it with tooth pick, it may move around. As already said it is a plate bubble.

These look like a plating problem, not an error. The mint switched from 95% copper planchets to zinc core copper plated planchets during the 1982 production year. That's why the target weight is 2.5 grams and not 3.11 grams as all of the pre-1982 copper Lincoln cents. If the zinc wasn't prepared correctly the copper layer can lift and cause raised bubbles like this one. Many of the first few years of zinc production have the same defects as this coin.
