I'm new at this and I see what you're saying @cud, but I agree with EV here. Looks like a really worn out die. Not sure what else if anything may be going on, but I don't see it as a 67+ either, not even close to ms imho. But like I said, I'm new and don't have the eye, experience and knowledge of others. Let's see what they say.

I see Die Deterioration Doubling from a worn die and scratches on the obverse disqualifies it from MS-67. The angled shot of the reverse shows flatness on the eagles legs. You should be able to tilt the coin back and forth under a light to see any break in cartwheel luster. If the luster is broken, its not MS.

For a 1983 from circulation, it's not in too bad of shape but it's not MS or uncirculated. Closeups of the areas are always helpful. IMHO, we're seeing: -Late die state with Die Deterioration. -"QUARTER DOLLAR" appears to show die flow lines through it as well as MD on the upper half. -USA, EPU, and the eagles wings are showing MD as well. -Numerous hits, ticks, and even Reed Marks on Washington's neck. -ETC.

Not even close to 67, and struck with a tired die.

Die Deterioration and MD as has already been said. And put me in the "or not" column for it being a 67+ believe it or not.
