Looks to me like you've got the Ring of Death plus some dried cyanoacrylate glue ( no mint errors).

Yes glue gets stuck onto coins for all sorts of weird reasons, but regardless of why, it occurs after the coin leaves the mint and therefore is considered damage. It looks most like "crazy" glue on your coin, but honestly, it could be Elmer's glue, clear nail polish, etc.

For fun, give the coin a long soak in 100% acetone. Many glues (not all) will be mitigated/eliminated via acetone.
