You may need to provide better images of this coin. I cannot see with you do.
What do you mean that it is in plastic?

Unless you can track down the person who did this, and ask them why, you will likely never find out the reason.We can guess, or speculate, as to why; most of my own speculation would revolve around someone creating a cheap tourist souvenir (eg. a teaspoon, fridge magnet, etc), which then broke apart (or was broken apart).
