Before someone critiques mean yes this time is in rough shape, my question is the blemish that you see on the reverse side is above the the coin itself and then on the reverse side it doesn't show through.

That I have to disagree with you. You would see some type of damage on the adverse side and also there's such a confined space to use a torch or any kind of heat object it would melt a hole through the dime.

I agree with heat damage. the coin is made from three layers, two outer copper nickel layers and the copper center layer. The heat causes the outer layer to separate and bubble up, there is no reason for it to show on both sides and usually doesn't.

Whatever the cause, it's a damaged Roosevelt dime. Good news though, it's still worth ten cents.

heat damage, maybe acid damage as well, it's had a rough 30 years
