In this case it appears that you have a Misalignment Error on the Second Print.
The third print (overprint) is actually in the correct place, but the second print is too high causing the serials (overprint) to incorrectly touch elements they shouldnt which is an error so that always has some added value. Sometimes some of the design will also be missing (truncated) from shifting up or down, and can even see parts of the other notes design. The better condition and more extreme it is such as parts of the design also being missing will increase the value, but since its touching elements that it shouldnt be makes it an error.
You should post photo of the other side as well. Typically, misaligned notes will appear well-centered on one side and off-center on the other side. Both sides would be a cutting error.
Overprint: certain elements of the front of the note, which can include serial numbers and seals.
First Print: the back of the note.
Second Print: the front of the note that includes the portrait and border.
