Good evening everyone, today I have a question about three black dots that appear on the department of treasury seal. I am wondering if this is a printing issue or something done during circulation. Thanks for your help

It's hard to say. It most likely happened during the printing process. It's extremely minor. I couldn't see it on the photo that wasn't enlarged. I'm guessing if you look at notes through a loop, you're going to find minor imperfections.

I must have excellent vision then. The only reason I used the magnifying loop is because I saw the markings with the bill in hand and I wanted a closer look to see if it was ball point pen or something.
