It's actually about 20 times that amount, close to 190 million.

You're only counting "special releases" and not the tens of million made for general circulation.

Hollywood, that would be just under 10 million that were put in the mint wrappers (the Hodgensville rolls were not in Mint wrappers) and reserved for numismatic sales. It has nothing to do with the total mintage of the coins as Bherring pointed out.
