I came across this coin in a coin roll and noticed the streaking and thought maybe it was due to annealing or an off metal. It weighs 3.4 g. Here are a few images in hopes of possibly identifying what's going on with it. Thanks in advance everybody.....
The weight is about right, so I doubt an off-metal planchet. There might have been some slight variation in the alloy when the strip was rolled and the decades of wear and chemical/environmental exposure have highlighted this through uneven toning.

Weight is heavy. 3.11 + or -.13= 3.24. Might be struck on thick planchet. Someone will be along to answer if there were any foreign coins struck in Phil in 40.
