I believe it's a 1995 D dime, the front is fine but the back has a weird cutout of a opaque coloration

Might be an old application of finger nail polish or paint. Maybe even be from a black marker. Wear has worn through much of it. For fun, consider giving the coin a long soak in 100% acetone.

Put it in acetone, if it dislodges, its some type of organic (like paint or varnish or fat).

If it doesn't its environmental and probably bonded to the metal.

Why do you only 'believe' that it is a 1995-D? turn it over and have a look. Also can you post up better images of both sides please? (Larger and in good focus)

When I was a kid, the owner of an ice cream shop we went to had quarters set aside with paint on them, so that his son could play the video games and get his quarters back from the vendor (a means of getting free play).

The paint tended to wear off of the devices and remain in the fields.

It looks like paint to me. Brings back memories.
