Is this a double die on the mint mark and date also the nose? If so does it have value?

Generally speaking, when you see doubling on the date and Mint Mark it is MD. That is because a DDO is created when the die is made mechanically and the repunched mint mark happens when the MM is applied by hand. They happen at different times in the production cycle.

MD doesn't really increase the value collectors are willing to pay.

Until 1990 that is. That's when the mint mark was added to the master die.

A clear in focus close up would be nice.

With the new close up picture posted, that's called Die Deterioration Doubling. It's caused by die wear. https://www.error-ref.com/die-deter...on-doubling/
