Hard to know for sure, but it sure seems like it must have been damage after being struck rather than a plating issue.

There are two schools of thought on this. A plating issue,I think NGC slabbed one at one time. And the other thought is it was done with a cigarette lighter.

I'm the second school of thought on these. The 90s had a problem with the plating. I have almost a roll of these from 95 that I found from unc strong or loomis rolls. Some with a little missing to a lot missing.
