If it were a RPM there should be signs of the 'D' inside the primary mint mark. So I'm guessing Machine Doubling.

I see what looks like notching on the bottom left of the MM.The top left looks like damage to me but let's wait for the pros to answer.

Just a normal Mint mark with with damage on the upper serif. There is a little indication of Machine Doubling on the date. But that was common on the 1968-1970 Cents.
