@zen, for sure this cent didn't leave the mint looking like this. The reverse has been mechanically abraded, such as with sandpaper. Over most of that surface, the copper plating is now missing and you can see the underlying zinc core. It should be underweight.

in general, any anomaly a person can recreate on a coin by use of a few tools is going to be considered damage

Yes, post-strike damage. We see similar coins--cents, nickels, dimes, quarters--almost daily here on the forum.
