Not an error. If it was a "struck through" error, the damage would be to one side only. This is PMD.

Looks like tin snips were used on this coin, it is damaged. Spend it.

to the CCF One thing to learn is, if you have a gouge, dent, scratch, or another mark that has corresponding pushing up of metal, 99% of the time it's just damage.

Aside from the snips being used on your coin, on the reverse, it looks like some Epoxy glue got on the coin under the building, and then another coin got pressed on it, creating an image that looks like a "Die Clash".

It's not a real die clash ... but a Post Mint Damage thing.

Looks like a real mint error, but it's not.

A few months ago I found a coin just like yours, only more pronounced.
Thought I had a thousand dollar penny, only to find out it was an Epoxy glue penny.

It looks raised on the coin field, almost like some gum is on it, but it's Epoxy.
