Authorize by Public Law 104-329 (Section 101(3)) and signed by President Bill Clinton on October 20, 1996. Per COA "This coin was created to commemorate Black Revolutionary War Patriots and the birth of Crispus Attucks who was the first American colonist killed by British troops during the Revolutionary period". Paragraph 3 does not specify what quality the mint could strike, only that only 1 mint facility could produce the coin. Surcharges from coin sales were to be used to establish an endowment to support the construction of a Black Revolutionary War Patriots Memorial. I google the memorial which produced no information. Only after I read Commems post did I find what I suspected. That the memorial was never built although nearly $1,000,000 in surcharges was spent by the Foundation. Sad. The San Francisco Mint produced uncirculated and proof silver dollars of this coin. Also available is a 2-coin set containing both uncirculated and proof coins, a Young Collectors set containing an uncirculated silver dollar and, lastly, a coin and stamp set. Very Deserving,  Worthy Commemorative, It is Stated, " This coin was created to commemorate Black Revolutionary War Patriots and the birth of Crispus Attucks who was the first American colonist killed by British troops during the Revolutionary period ". Never understood WHY Crispus Attucks had His Birthdate Commemorated, Not To Commemorate His Passing Date, ? The American Revolution began April 19TH 1775, Crispus Attucks passed in March 5TH 1770. He may of been the First Black Revolutionary War Patriot to of Died from The British Shots Fired, However, The Revolutionary War did Not Begin Till April 19TH 1775, His Death, Almost 5 years before the " Start " of the American Revolutionary War..... Not The " Revolutionary Period ". ........ That War Took 8 Years to Regain Full America, For Americans...... 1775-1783. The War Ended on September 3RD 1783, With the Signing of, The Treaty of Paris. Why the date chosen........ 1998......

Thanks COMMEMS, I see The Rationale..... Although, Crispus Attucks was the First Person Shot and Killed During , " The Revolutionary Period " Poster/Author's Term...... I am not sure WHY his Birthdate was Commemorated, Not the Date, 1775, in which He Passed......

The primary objective of the approved coin bill was to raise funds in support of the Black Revolutionary War Patriots Memorial vs. a specific Crispus Attucks fund. In fact, Attucks was not listed in the original bill for the Black Revolutionary War Patriots coin which proposed issue dates of 1996 or 1997 (a 1995-dated coin would not have been possible). Attucks was added to the bill by the House of Representatives at the same time the issue date for the potential coin was changed to 1998. At that point, recognizing the anniversary of an event that took place 223 years before didn't make much sense but, looking forward, the 275th anniversary of the well-known Attucks' birth in 1998 made better sense. Folks prefer "round" numbers!
