This penny only weighs 2.91 grams. I checked it again and again. I even used some other zinc pennies to make sure the scale was working correctly, and it was because the zinc pennies weighed 2.47 grams. My conclusion is that this 1970 penny is missing its clad layer. However, I'm not sure if it left the mint that way or if the damage occurred afterwards. Thoughts?

So the weight difference is just due to environmental damage?

Just environmentally damaged. PMD. It's had a rough life. It didn't leave the mint that way.

What clad layer? Cents of this era were an alloy of copper and zinc/tin, not a clad sandwich.

It's simply a corroded cent. Spend it.

Agree with the post-strike damage assessments above.
