It looks to me like it had tape on it, protecting the surface in the shape of the tape. Some of the tape still remains from what I can tell from the picture.

A real 1964 Kennedy half that is full weight has about $8-$10 (USD) in silver in it right now. Just a ballpark guess.

I can't evaluate much about the coin from the pictures though.

I agree it looks like there was tape on it and possibly still some residue (the yellowish stuff) from the tape. You can try soaking in acetone to see if it comes off.

Silver value of it at 90% silver is around $8.

Sure looks like very old dried out tape residue - a good overnight soak in pure Acetone should remove it.

My vote is tape. Try an acetone soak and let us know what happens.
