This commemorative was authorized by Public Law 105-268 and signed by President Bill Clinton on October 19,1998. Note that only this coin is addressed by this law. The coin was authorized to commemorate the bicentennial of the Library of Congress which, at the time, the 105th Congress was in session.
The law authorized the minting of silver dollars in both uncirculated and proof quality. Also authorized was a $10 bimetallic (gold/platinum) coin in both uncirculated and proof quality.
Production was to start on January 1, 2000 and ending on December 31, 2000. Could production wording be interpreted to effectively terminate minting after December 30, 2000? Surcharges collected were intended to "support bicentennial programs, educational outreach activities (including schools and libraries), and other activities of the Library of Congress."
