This commemorative was authorized by Public Law 104-329, Section 101(1),and signed by President Bill Clinton on October 20, 1996. This coin was struck to be emblematic of 150th anniversary of her death and to commemorate the life and achievements of Dolley Madison. Issuance was to begin on January 1, 1999 and cease after December 31, 1999. Both uncirculated and proof coins were produced. Both coins were also offered in a 2-coin set.
As stated in section 101(1), the surcharge funds collected were "to be used—
(i) to establish an endowment to be a permanent source of support for Montpelier, the home of James
and Dolley Madison and a museum property of the National Trust; and
(ii) to fund capital restoration projects at Montpelier."
