What does the whole coin look like? It's probably damage most likely.

Doesn't look like an error to me. I'm seeing a foreign substance in UNITED and corrosion/heat damage causing surface roughening.

What error do you see ,the coin shows a deteriorated die strike.

Likely foreign substances and a bit of Die Deterioration or Machine Doubling. Mostly PMD.
