Hope someone out there has seen something like this before. The copper clading on this penny seems to have mostly come off. Could this be a mint error, or simply PMD?

Looks like something is "on" the coin rather than missing copper plating. Weight?

You have it backward. If the copper plating was wearing off, it would show zinc coloring first on the high points and the rims, but in this case we have just the oppposite. This is a plated coin that is wearing off back to it's original surface.

Who would plate a cent? For what purpose?

I'm thinking an accumulation of (now dried) crud--as a thin 'film' layer now being worn away. For fun, give the coin a long soak in 100% acetone--might remove some or nearly all of the film.

I think it is the opposite of a lost copper plating - I think it was painted silver or grey and THAT is wearing off exposing the original copper layer.

Could be as simple as a science experiment. We did things like that
in 1970's Middle School.

Looks like silver paint. Soak it in acetone.
