Yes, classic split plating and emerging zinc rot--not uncommon with mint marks on earlier zinc core cents.

This is a plating blister created by the zinc dust on the planchet. It seems to be very common on Denver coin for some reason.

As stated, it is a zinc bubble and common near mint mark.
