1994 World Cup USA Prestige Set

This issue was authorized by Public Law 102-281 (Section 201) [See (https://uscode.house.gov/statutes/p...ssembled%2C)] and signed by President George W. Bush on May 13, 1992 to commemorate the World Cup Soccer Championship. The law stated coins were to be "minted and available for issue no later than January 3,1994, but shall be issued only during 1994." In this set, the Law only applied to the Silver Dollar and Clad Philly mint half dollar. The event was the 15th FIFA World Cup and hosted by the United States. Brazil was the champion team with 5 wins.

As you can see, this is a 7-coin set: Proof Silver Dollar (S), (2) Clad Half Dollar (P/S), Quarter Dollar (S), Dime (S), Nickel (S), and cent (S). All are proof quality.

Silver Dollar: Dean McMullen (Obv and Rev)
P Half Dollar: Richard T. La Roche (Obv) and Dean McMullen (Rev)
Quarter: John Flanagan (Obv and Rev)
Dime: John R. Sinnock (Obv and Rev)
Nickel: Felix Schlag (Obv and Rev)
Cent: V.D. Brenner (Obv) and Frank Gasparro (Rev)

Clad Half Dollar: 168,208/UNC and 609,354/Proof

I'm much more of a baseball fan than a soccer/fútbol fan, so I sometimes shake my head at the number of 1994 World Cup Soccer coins I have in my collection - so many packaging options to collect for this program!

Very nice!

I really like the Prestige sets. I have three of them (1988, 1990, 1991) and want to get more. Those three were gifts from my mother, she bought direct from the Mint those years. I am still not sure what happened in 1989.

Well, I have to confess my"Prestige Set" ignorance. The '94 is the only one Dad bought. So I did some Internet digging and now am more informed. USCoinNews has some info I found enlightening. But left me wondering why no commemorative coin in '85?

Well, I'm no historian but I tried to dig into this a bit. While I've not found a reason NOT to authorize a commemorative, I DID discover one fact. The 99th Congress passed Public Law 99-185 titled "The Gold Bullion Act of 1985". That law seems to be the only one passed in 1985.

I'm trying to find the Congressional Record of that year to find out what laws were considered.

Maybe they let the Mint commit some 1985 resources to get ready for the gold (and silver) bullion coins. Then they would fully prepared to start cranking them out in 1986.

Nothing untoward...

The modern US commemorative coin program was just getting its legs under itself in 1985 and the US Mint and Congress were assessing the implementation of the 1983-84 Los Angeles Olympics international coin program - a commemorative program of a scale neither had managed before - there were many lessons to be learned for the future. Congress did not immediately jump in with additional coin authorizations for 1985.

There was at least one commemorative coin proposal considered by Congress for 1985, the Scouts in America 75th Anniversary program, but it did not get reported out of Committee.

And has been mentioned, the American Eagle bullion programs were preparing to launch, which definitely took focus and resources away from other endeavors.
