I'm not an expert with this series...but it does look pretty cool! Out of collar strike perhaps? Better pics of the coins surface would help determine the originality. The obverse has some suspect lines indicating a possible cleaning? Could be lighting or glare though...?
Looking fwd to what others have to say...

Hairlines across the face and neck look like a possible cleaning to me. Also the lack of cartwheel luster.

Looks like a typical 5% off center strike to me except for the full double rim on the lower obverse. What does side view look like? FYI not a planchet error per se.

As Errers and Varietys correctly noted, this is a stiff collar error in conjunction with an uncentered broadstrike or an off-center strike. As far as which out-of-collar it is, that depends on whether you regard the denticles as part of the design. Some would regard the cutting off of the denticles as a qualifying feature of an off-center strike. Others would consider the denticles as an extension of the design rim, in which case, having them cut off would not qualify the error as an off-center strike. While I favor the latter interpretation, I'm not dogmatic on the issue.

Thanks for the replies. I think this coin may have been cleaned in the past but decent mint luster is on the cameo, revers looks less cleaned than the obverse, my novice opinion. Interesting how this made it out of the mint?

Super cool! Mint errors on classics are difficult to find, and your example is certainly in great shape for the type.

Without reeding I would call that an off center broadstrike. Since none of the design elements are cut off, it is considered a minor error. Still very cool in my opinion, and something I would find enjoyment in owning.
