I'm guessing PMD but better ask then toss it away. Looks like maybe some just tried to cut a circle? If need be I can take it out of 2 x 2.   Thinking I might have to take it out. Thought the photos were better but the optimizer seemed to kill it.

Superimpose coin in question exactly over a standard coin, matching detail for detail. You should get a better idea if it is an error or PMD.

It's not magnetic, weight will have to wait until next week when I'm home again.

Could it have been struck on the wrong planchet?

Superimpose over an older pre security toonie like a 2010 and the letters should line up better. Looks like a toonie taken to a belt sander. A pic of the rim where the core and ring meet too, if it's two piece that core should pop out easy. Third pic the queens nose looks wrong to me.

Looks like a loose core that got struck on its own? Hence a little bigger than normal?

If it was struck on a core only then there shouldn't be any serrations as picture 4 shows. My guess is a ground down counterfeit , hence irregular shape and funny queens nose.

This looks like a German planchete 1996 core. See the groove on the edge. Here's an example.

I believe a toonie core is 2.3 grams,so if this is the weight your first step for a toonie on a core worth quite a bit, next is an XRF to confirm it, then off to CCCS or PCGS for slabing. Like the fourth example I have seen in many years, good luck !
