Are the green seal and the serial numbers printed at the same time and is the distance between them (X and Y) always constant?

Example:

Good question Frank.
It's my understanding that on 32-subject sheets, which this note is from, all of the overprint is accomplished with a singular print head. I was told that the new LEPE presses, that print both 32 and 50-subject sheets, have larger, computer controlled serial number print heads that are too large to print both serial numbers at one time, so they're staggered as they supply the left and right serial numbers.

If someone knows different, I'd definitely like to know.

.
Then am I right in assuming that X is constant and Y is constant?
