1999 P Roosevelt Dime - Is This An Error Or Just Beat Up?

I have this 1999 Dime that at first seemed like just a beat up dime but looking at it I am not sure. I see areas to the left side of the front and the lower part by the "ONE" that are blistered. Can this happen from being beaten up or is this a mint error?

to the CCF and One of the first things to learn when looking for errors is, if you have a divot, scratch, or mark, that has a buildup of metal along with it, 99.9% of the time it's damage. Second thing is you might look through thousands of coins before you find something good.
